Max, I just visited the state department web site (http://travel.state.gov/abduction/country/country_5075.html), and as much as I hate Polish judicial system, Russia looks to me like a land of total lawlessness indeed. No, Hague Convention treaty, child abductions are not recognized as a crime (same in Poland),and no extradition agreement in child abductions. What a country! And still, 70% of Russians, who are not smart enough to run, keep voting in Putin’s regime into the power. I do not get this insanity.

It seems, that your only option at this point is to convince your ex that should she EVER dream on traveling anywhere in the civilized world, she better rethinks the abduction. Send her a letter, call, give her a deadline. If she does not respond, contact your local police department to file a child abduction report. They will send this report to your local District Attorney office. Usually, DA’s first step will be sending your ex, a warning letter encouraging return / contact with them. This should get her attention. They will give her an option to return without charges (usual incentive). If she ignores this warning, DA will issue felony criminal charges and contact FBI for starting procedure for Interpol RED notice. You may have to push for last two steps.

In a meantime, you may also want to consider starting writing letters/messages to your daughter on the web site. She WILL find them, and WILL know that you never gave up on her. I have such a web site for my children (http://dzieci.szuta.com) . Your ex WILL find this web site sooner than later, and WILL hate this. This site will give her another reason to reconsider her move.
I am writing to my children in Polish, because (as you will experience not soon enough) your ex will try to erase your daughter’s memory about US, about you. Teaching English to your daughter is not going to be high on her to-do list. This site may be your only chance to prove otherwise. Few years of your open letters to your little girl will be a very powerful tool to fight the lies about you and the entire situation.

BTW, it is NOT a personal issue if a government signs a convention and later decides to ignore it. IF you believe that child kidnappings are not a big deal, then…. one of these days similar “personal” issue may become your own experience. Maybe then,you will see what others say. This is NOT an issue of mothers vs fathers, it is an issue of kidnapped children by one of the parents, who happen to be both mothers and fathers. Taking a child by one parent without a consent by the other is not a “return to a homeland”, it is a kidnapping. If I used your logic, murdering somebody one could also describe as “performing a very late term abortion”. I hope you do not support this type of nonsense.
